You can see all this gear in his tour racks and the shimmer stuff comes in around 3 min mark. I think it can do a detuned sound, so it's possibly not changing pitch as much as an octave. The Edge is well known for using the KORG SDD-3000 Digital Delay. If you have SoundToys Crystallizer and run that into a long reverb it might also work. Not sure, as early Eventide harmonizers were noisy. Also, the Eventide H910 might do the pitch thing correctly for this. I'm certain other people have gotten the shimmer effect using a EMT 250 as the reverb. These won't sound exactly like the above plugs, but it might work.
